Intelligence Summary

Strategic Overview

Emergency electricity disconnections continued in Kyiv and extended to Kyiv Oblast on 2 November, with scheduled outage timetables suspended. DTEK, Ukrenergo and Kyiv authorities reported the restrictions. Unconfirmed: RBC-Ukraine subsequently reported that TEC-5, TEC-6 and Darnytsia TEC had stopped generating electricity following Russian strikes, increasing the capital’s dependence on electricity supplied from other regions. This adds reported generation outages to yesterday’s electricity-disruption account; permanent destruction is not established.

Russian aerial pressure continued overnight and into the afternoon, including successive missile and guided-bomb warnings for Zatoka, Odesa Oblast. Ground reporting established no independently verified territorial change. New Russian-source claims of setbacks near Borova and Vovchansk, Kharkiv Oblast, remain unconfirmed.

Reporting window: approximately 15:05 UTC, 1 November–15:05 UTC, 2 November 2026. Retrospective events newly reported during this window are identified below.

Operational Updates

  • Kharkiv / Borova–Vovchansk: Unconfirmed: the Russian “Western Grouping” Telegram channel reported unsuccessful offensive attempts toward Borova by the 423rd Motorized Rifle Regiment and 13th Tank Regiment, citing communications failures and electronic-warfare shortages. Separately, Severny Kanal claimed Ukrainian forces pushed Russian troops back across a river at Vovchansk. Neither account includes independently verified positional evidence. Confidence: LOW.

  • Donetsk / Dobropillia–Shakhove–Komar: Unconfirmed: Slivochnyi Kapriz material, subsequently republished by Colonelcassad, described positional fighting north of Shakhove, Donetsk Oblast, and Ukrainian shelling of Russian positions in Komar, Donetsk Oblast. Dated map markers do not establish new territorial movement. Confidence: LOW for current combat status.

  • Zaporizhzhia / Huliaipole–Orikhiv: Newly published footage shows FPV engagements attributed to both sides. Unconfirmed: Ukrainian reporting attributed attacks on Russian logistics vehicles to the 3rd Special Operations Forces Regiment’s “Hornet” element, and attacks on a bunker and mast-equipped vehicle to “Roniny.” Russia’s MoD claimed vehicle strikes on the Orikhiv, Zaporizhzhia Oblast, axis; Voин DV claimed 5th Guards Combined Arms Army strikes at Shyrokyi and Svoboda and published BM-21 Grad firing footage attributed to the Barvinok, Zaporizhzhia Oblast, area. Recording dates, several locations and destruction claims remain unverified. Confidence: MEDIUM for visible engagements/firing; LOW for attributed effects.

  • Kherson / Oleshky: The humanitarian operation progressed from yesterday’s pause-expiry warning to new evacuation and route reporting. General Staff photographs document civilian evacuation from right-bank settlements; Unconfirmed: its reported figure was 167 civilians, including 22 children and 21 mobility-impaired people. This is separate from the Oleshky evacuee count. Unconfirmed: Ombudsman Lubinets said the Oleshky route passed through occupied Crimea, Anapa and Gomel because opening a direct frontline corridor would weaken Ukrainian defenses; he also reported an agreement not to disclose Oleshky evacuation numbers. Confidence: MEDIUM for evacuation activity; LOW–MEDIUM for counts and route details.

  • Kherson / ceasefire conduct: Unconfirmed: Ukraine’s General Staff accused Russia of fortification, rotation and logistics movements during the pause. TASS subsequently quoted Lubinets denying equipment redeployment and describing marked equipment as used for demining. The supplied imagery does not resolve these competing accounts, and no extension of the pause is established. Russia’s MoD separately published net-covered logistics-road construction footage attributed to 18th Combined Arms Army engineers; its claimed 200-plus km of protected routes is unverified. Confidence: LOW for ceasefire-conduct claims and route length; MEDIUM for visible net construction.

  • Dnipropetrovsk / Nikopol: Unconfirmed: Governor Hanja reported approximately 30 drone and artillery strikes on 2 November across Nikopol, Marhanets, Pokrovska and Chervonohryhorivska communities, Dnipropetrovsk Oblast, injuring a 57-year-old man and damaging homes and infrastructure. A later, separate artillery account reported two boys aged four and ten injured in Nikopol and a dwelling damaged. His preceding 1 November district-wide account reported more than 40 strikes and six injured. These reports are not combined into a casualty total. Confidence: MEDIUM.

Deep Strikes & Air Defense

Russian attacks on Ukraine

  • Overnight UAV accounting — Unconfirmed: Ukraine’s Air Force reported 193 incoming drones, including 75 jet-powered, and 154 destroyed or suppressed, including 58 jet-powered, in its 2 November morning summary. It reported 26 impact locations and nine debris-fall locations without site-level identification. These figures describe a new overnight episode, not a revision of yesterday’s 433-drone account.

  • Continuing warnings: Air Force UAV alerts covered northern, central and southern Ukraine throughout the window, with the latest warnings toward Podilsk, Odesa Oblast; Pishchanka, Vinnytsia Oblast; and Nizhyn, Chernihiv Oblast through 14:52 UTC. Guided-bomb warnings continued for Zaporizhzhia Oblast through 14:54 UTC. Kyiv’s city alarm cleared at 14:18 UTC. Alerts establish warnings, not impacts or interceptions; repeated tracks are not counted as distinct aircraft.

  • Zatoka / Odesa coast: Air Force warnings between approximately 13:43 and 14:02 UTC described guided bombs, missiles and high-speed targets approaching Zatoka and the Odesa–Chornomorsk, Odesa Oblast, axis from the Black Sea. Unconfirmed: Mykolaivskyi Vanek described bridge-directed salvos involving Kh-59 missiles, cruise missiles and guided bombs, and claimed initial interceptions. Russian channels also referenced strikes near the bridge. No official damage assessment establishes whether the bridge was hit or its operating status changed.

  • Kyiv electricity network: DTEK/Ukrenergo announcements and Kyiv authorities confirmed continued emergency outages on 2 November. Unconfirmed: the RBC-Ukraine report that TEC-5, TEC-6 and Darnytsia TEC stopped generating provides no strike timing, damage assessment or restoration schedule. Later Russian paraphrases describing the plants as “completely disabled” do not establish a more severe outcome.

  • Izium, Kharkiv Oblast: Official photographs document major residential structural damage. Unconfirmed: Governor Syniehubov attributed the attack to several guided aerial bombs and reported one civilian killed and eight injured, including an 11-year-old boy, superseding the earlier preliminary injury count. He reported destruction of floors 1–3 of a five-story building and damage to another apartment building and at least 14 private houses. Inconsistent timing references prevent counting an additional strike episode.

  • Vasysheve, Kharkiv Oblast: Ukrainian official photographs and separately circulated Russian-channel footage support a strike/fire event. Unconfirmed: Syniehubov reported five civilians injured, a direct roof hit on a five-story residential building and damage to two private houses.

  • Koziatyn community, Vinnytsia Oblast: Unconfirmed: successive official-source relays reported two killed, identified in the later account as a woman and a 13-year-old girl. Later cumulative sitreps carried six injured, superseding earlier four-injury accounts, but the supplied age and hospitalization breakdowns remain inconsistent.

  • Komyshuvakha, Zaporizhzhia Oblast: Unconfirmed: the regional administration reported one killed and two injured in an attack; weapon type and damage extent were unspecified.

  • Other infrastructure impacts: Unconfirmed: a Cherkasy OVA account reported a critical-infrastructure facility affected in Uman, Cherkasy Oblast, with no casualties. Newly circulated local-channel footage shows a burning, partially collapsed commercial building reportedly in Berdychiv, Zhytomyr Oblast; Colonelcassad’s attribution to a Geran strike and preliminary identification as Nova Poshta remain unverified.

Reported attacks in Russia and occupied territory

  • LPDS Samara, Samara Oblast: ASTRA’s viewing-location and line-of-sight analysis places a smoke plume toward the pipeline tank farm near Prosvet, Samara Oblast. Further footage and the governor’s acknowledgment of a drone attack strengthen evidence of an incident in the area. Unconfirmed: attribution of the fire to a successful Ukrainian strike. Affected tanks, operating consequences and claims of a “third” attack are not established.

  • Kstovo, Nizhny Novgorod Oblast: New reporting adds a circulated regional-staff document imposing fuel rationing and placing district life-support systems in emergency mode to yesterday’s industrial-fire account. Unconfirmed: document authenticity and Ukrainian strike causation. No verified refinery-unit or production assessment is supplied.

  • Russian air-defense accounting — Unconfirmed: Russia’s MoD claimed 212 Ukrainian fixed-wing UAVs intercepted or destroyed overnight across Russian regions, occupied Crimea and adjoining waters. Its separate daily briefing claimed 658 UAVs downed over 24 hours. The periods overlap and the figures are not added. Voronezh’s governor separately claimed 20 destroyed; this is not treated as additional to the MoD figure.

  • Occupied Donetsk and Luhansk: Photographs show damage to a city bus reportedly at the railway-station stop in Donetsk, Donetsk Oblast. Unconfirmed: Dnevnik Desantnika attributed it to a Ukrainian FPV strike and reported two civilians injured. Video also shows damage to a building reportedly associated with Lugakom in Luhansk, Luhansk Oblast; facility identification, service suspension and a relayed claim of one death in the region remain unconfirmed.

Civil-defense alert disruption

Ukrainian official statements, developer reporting and user screenshots document false chemical, radiation and ground-combat notifications in the Air Alert app. Developers reported gradual restoration overnight into 2 November, with map target display still suspended; DSNS stated the national alerting system remained operational.

Russia’s EMERCOM separately acknowledged a cyberattack on its MChS mobile app and distribution of false information. Actors, attack vectors and any relationship between the two incidents are unconfirmed. No physical harm is documented.

SAR Intelligence (Satellite Data)

  • Imagery Review: The supplied validated queue contains 42 measurements, all ROUTINE, with no immediate or priority reviews. Selected same-site, exact-family measurements acquired on 2 November are:
    • Vehicles Storage, 53.1727, 48.4353: score 2.98, 02:56:04 UTC. Family: Sentinel-1C|R79|DESCENDING|IW|DV|HIGH|sentinel-1-grd|IW|DV|HIGH|GAMMA0_TERRAIN|COPERNICUS_30|orthorectified|v1.
    • 8th Separate Artillery Regiment, 44.9503, 34.0855: score 0.55, 03:48:07 UTC. Family: Sentinel-1D|R167|DESCENDING|IW|DV|HIGH|sentinel-1-grd|IW|DV|HIGH|GAMMA0_TERRAIN|COPERNICUS_30|orthorectified|v1.
    • 161st Submarine Brigade, 69.2030, 33.4682: score 0.00, 04:30:24 UTC. Family: Sentinel-1C|R80|DESCENDING|IW|DV|HIGH|sentinel-1-grd|IW|DV|HIGH|GAMMA0_TERRAIN|COPERNICUS_30|orthorectified|v1.
  • Assessment: These are unclassified backscatter change measurements. No independent reporting establishes their causes. A near-zero score means little measured change, not an empty site; larger scores warrant imagery inspection, not attribution to activity or damage. Historical anomaly assessment remains unavailable because comparable historical series are insufficient.

Equipment & Losses

  • Russian personnel — Unconfirmed: Ukraine’s General Staff reported 2,500 personnel losses for 1 November. No killed-versus-wounded breakdown or independent verification is supplied.
  • Ukrainian personnel — Unconfirmed: Russia’s MoD daily briefing claimed approximately 925 personnel losses. The figure is unaudited.
  • Su-57 — retrospective, Unconfirmed: Ukrainian General Staff/GUR reporting claimed a fighter exploded during engine start at Akhtubinsk airfield, Astrakhan Oblast, on 29 October. No incident photograph, wreckage imagery or independent confirmation is supplied; the accompanying render is not evidence of loss.
  • Ukrainian UGV — Unconfirmed: Воин DV claimed an FPV strike on a Ukrainian ground robotic vehicle and navigation antenna on the Zaporizhzhia axis. Thermal footage shows explosions but does not independently establish target identity or destruction.

Confidence Check

  • HIGH — Kyiv emergency-outage announcements: consistent operator and administration reporting. MEDIUM — Unconfirmed: cessation of generation at TEC-5, TEC-6 and Darnytsia TEC rests on one underlying RBC-Ukraine account despite multiple relays.
  • HIGH — Air Force warning issuance and alert-app disruption: official statements and screenshots support these events. MEDIUM — Unconfirmed: Ukrainian overnight UAV accounting. LOW — Unconfirmed: Russian interception totals and Zatoka interception/damage claims.
  • MEDIUM — Izium and Vasysheve structural damage, Samara smoke and occupied Donetsk bus damage: imagery supports physical effects. MEDIUM — Unconfirmed: Ukrainian regional casualty accounts; LOW — Unconfirmed: occupied-territory casualty and operator-attribution claims.
  • LOW — Unconfirmed: Borova and Vovchansk operational claims, Donetsk positional accounts, FPV destruction claims and Oleshky ceasefire-conduct allegations. Evacuation imagery is stronger than the disputed counts and movement narratives.
  • HIGH — validated SAR measurements and routine-review labels. No operational cause is established.
  • LOW — Unconfirmed: personnel-loss figures, the retrospective Su-57 claim and Ukrainian UGV destruction claim.

The Bottom Line

Ukraine faces continuing electricity disruption and sustained aerial threats, while the supplied ground reporting establishes no verified control-line change. Kyiv’s reported generation outages and the unresolved Zatoka attack outcomes are the principal infrastructure developments requiring follow-up.

Watch in the next 24 hours:

  1. Operator confirmation of Kyiv plant status, restoration schedules and emergency-outage coverage.
  2. Official or geolocated damage evidence for the Zatoka bridge area and LPDS Samara.
  3. Confirmation of the Oleshky pause’s status and independently dated evidence resolving disputed military movements.

Question

Do Kyivteploenergo, Darnytsia TEC or Ukrainian energy authorities confirm that TEC-5, TEC-6 and Darnytsia TEC all ceased electricity generation by 2 November, and does public evidence distinguish temporary shutdowns from physical damage preventing generation?

Answer

The frozen evidence pack does not establish current confirmation from Kyivteploenergo, Darnytsia TEC or Ukrainian energy authorities that all the named plants had ceased electricity generation by 2 November. The reviewed operator and regulator pages provide background, maintenance or investment information, not contemporaneous operating-status confirmation [external-b0bb6a38adb365a7; external-bd20487fcae1d0d3; external-6927f9cb528dcaf9]. Public reporting alleges damage-related loss of generation, but its accounts differ on the chronology and lack plant-level technical assessments [external-5b20552f01b96635; external-c403ee0837ddd3d2]. It distinguishes electricity generation from heat-only operation and network outages, but does not reliably establish whether each plant's electricity shutdown was temporary, caused by damaged generating equipment, or prolonged by other constraints. 'Completely disabled' remains an unverified characterization, not an established damage assessment [origin-observation:112927; external-5b20552f01b96635; external-90f1921af712ca6d].

Findings

  • InconclusiveHigh confidence

Observation: the reviewed Kyivteploenergo maintenance page, energy-regulator investment decision and Darnytsia operator activity page contain no contemporaneous confirmation that all the named plants had stopped electricity generation. Inference: these records cannot establish their concurrent operating status at the reporting cutoff.

The operator pages describe maintenance or general business activity; the regulator document approves investment rather than reporting dispatch or availability. Their limitations are not evidence that generation continued, nor proof that no official confirmation exists elsewhere.

  • InconclusiveMedium confidence

Observation: UkrMedia relays RBC-Ukraine's unnamed-source claim that TEC-5, TEC-6 and Darnytsia TEC stopped generating following repeated attacks, and references earlier October reporting. Delo attributes cessation at the same plants to a January attack, citing energy expert Hennadiy Riabtsev. Inference: these accounts support treating cessation as a reported claim, but do not resolve its onset, continuity or current official confirmation.

The original RBC-Ukraine and earlier Economic Pravda reports are not supplied. Their mention by UkrMedia cannot be counted as independently reviewed corroboration. Delo's expert attribution is not operator confirmation, and the January-versus-October accounts do not establish whether generation resumed between attacks.

  • InconclusiveMedium confidence

Observation: UkrMedia reports damage-related inability to generate electricity while relaying a parliamentary energy-committee official's explanation that the plants could operate in heat-only mode. Ukrinform separately distinguishes damaged generation from transmission constraints and precautionary emergency outages. Inference: these distinctions undermine equating electricity cessation or consumer outages with complete plant disablement, but do not identify the physical cause or expected duration of each plant's generation shutdown.

The reviewed evidence lacks plant-specific damage inspections, available generating-capacity records, shutdown orders and restoration schedules. Heat-only operation does not prove electricity-generating equipment is intact. Conversely, reported damage does not establish permanent destruction. Colonelcassad's 'completely disabled' wording supplies no technical assessment.

Remaining gaps

  • Contemporaneous, attributable statements from Kyivteploenergo and Euro-Reconstruction specifying electricity-generation status at each plant by the reporting cutoff.
  • Plant-level outage histories showing shutdowns, partial operation and any restarts between the reported January and October attacks.
  • Technical assessments distinguishing damaged generating equipment from dispatch decisions, protective shutdowns, repairs and grid-export constraints.
  • Verified restoration schedules and separate electricity-generation and heat-production availability for each plant.
